Local ideas can create solutions that inspire communities across Europe.
Pilistvere’s experience brings together practical renewable-energy investment, continuity of essential community services, a public shelter and a long-standing commitment to young people. The solar energy project is presented among five selected LEADER examples from EU Member States outside Ireland at the 2026 European Rural Policy Forum.
Smart solar energy for a stronger community
In 2025, Pilistvere St Andrew’s Congregation completed an off-grid-capable solar power system at its community complex. It combines on-site electricity generation, battery storage, a 20 kW hybrid inverter and AI-supported energy management that responds to weather conditions and electricity prices.
The system supports the parsonage, public shelter, summer kitchen and youth-run Summer Café Ingel. During grid outages, it can provide essential backup electricity to help community activities and services continue.
Why it matters
- Greater energy independence and reduced operating costs
- Better preparedness for electricity disruptions
- Support for local youth work and social entrepreneurship
- A practical approach other rural communities can adapt

From solar energy to a community resilience centre
One local initiative, two stages of development. After completing the LEADER-supported solar power project in 2025, Pilistvere St Andrew’s Congregation is now strengthening the parsonage as a Community Resilience Centre and Public Shelter through a separately funded follow-up project.

Serving 15 villages and around 925 residents
The resilience centre’s planned service area covers approximately 925 people across 15 villages in the Pilistvere area. It offers a local base for coordinating information and support in emergencies, in cooperation with Põhja-Sakala Municipality and the Estonian Rescue Board.
Assistance is not limited to residents of these villages; in an emergency, it depends on needs, available capacity and official guidance.
What can the centre do?
- Generate and store energy: the LEADER-funded solar installation provides 22.75 kW of generation. With the next development stage, total battery storage has increased to 45 kWh, helping maintain essential electricity during grid outages.
- Maintain essential functions: the second-stage project has added operational backup power, ventilation and water purification equipment.
- Support emergency response: first-aid equipment is in place, and community preparedness training and practical exercises are planned.
Why it matters: Pilistvere is moving beyond producing clean electricity towards a more capable, locally organised response to power cuts and other disruptions. The public shelter is registered with the Estonian Rescue Board and the resilience centre is reflected in municipal crisis arrangements.
Funding: The solar energy investment received EU co-funded LEADER support. The subsequent resilience-centre development is supported separately by the National Foundation of Civil Society (KÜSK), Community Fund 2026.
More than electricity
Pilistvere has a long tradition of youth activities and community engagement. Summer Café Ingel, a youth-led social enterprise at the complex, offers young people practical work experience, responsibility and entrepreneurial skills. Reliable electricity helps support the café, youth camps and other local activities.
